The following note was received on June 15, 1999: Tekelec (authors: John Mason, David Sprague, Robby Benedyk and Dan Brendes) has recently submitted to the IETF for standardization Tekelec's Transport Adaptor Layer Interface ("TALI") as described in greater detail in an internet draft "draft-benedyk-sigtran-tali-00.txt". TALI is a protocol developed by Tekelec for transporting switched circuit network (SCN) signaling messages from a signaling gateway to IP-enabled devices over a packet network. This letter is written in conformance with provisions of Section 10 of RFC 2026 which, among other things, requires disclosing the intellectual property rights related to this submission. Tekelec has applied for one or more patents relating to the TALI. In accordance with the intellectual property rights provisions of the IETF standards process, Tekelec hereby affirms that it is willing to make non- exclusive licenses available under reasonable and non-discriminatory terms and conditions with respect to any patent it may be awarded on technology related to the TALI.
