International Emergency Preparedness Scheme BOF (ieps) Tuesday, August 1 at 1300-1400 ============================== CHAIR: Fred Baker DESCRIPTION: Various governments have defined service specifications for gaining preferential access to critical communication infrastructure in times of crisis, including attack, disaster, and similar events. They would like to extend this access to include Internet communications. A document entitled "Functional Requirements for Priority Services to Support Critical Communications" has been drafted as an overview of these activities. This BOF is designed to have a presentation and discussion of the relevant views and issues, with a view to designing a game plan for achieving national and inter-national emergency services. The IEPS capability must first interwork with existing, PSTN-based emergency services. Ideally, it will enable emergency service support to other Internet applications. It is hoped that generic capabilities will apply across multiple applications. AGENDA: The meeting will occupy one hour. The agenda for that meeting will be: 1) Hal Folts -- Discuss the draft & GETS 2) Hiroyuki Ohno -- discuss similar efforts in Japan 3) Ken Carlberg -- discuss a proposed Framework/architecture for IEPS 4) General discussion 5) Proposal and discussion of an action plan. The needs of the IEPS include both technical requirements and policies that need support. The technical goal of the action plan is to outline the design and provide a basis for the required technical analysis, carry that out, and make any needed recommendations to other working groups. On policy issues, the goal is to enumerate the kinds of policies that need to be available from service providers contracting to support IEPS. One therefore expects to see a number of informational RFCs come out of this effort. Whether a working group is required per se is one of the items needing discussion.
